Casper Metropolitan Planning Organization
The Casper Metropolitan Planning Organization (MPO) is composed of the City of Casper, Towns of Bar Nunn, Evansville, and Mills, and Natrona County. The primary objective of this study is to update the 1997 Long Range Transportation Plan (LRTP) for the Casper Urbanized area and to provide a plan for the development of transportation facilities to the year 2030.
Previous planning documents such as the 1997 LRTP, 2000 Casper Area Comprehensive Plan, 1993 Regional Multi Use Trail System Plan, Casper Eastside Transportation Study, 1998 Natrona County Development Plan, and Growth Management/Annexation Study will be used in updating the LRTP.

The 2030 LRTP will evaluate all transportation modes within the Casper Area including:

• Transit Operations
• Bicycles
• Pedestrians
• Rail Operations
• Aviation
Metropolitan Transportation Planning Process
TEA-21 mandates the incorporation of seven planning factors into the metropolitan transportation planning process and requires that the constrained long-range plan address the planning factors. The seven planning factors include:
• Support the economic vitality of the metropolitan area, especially by enabling global competitiveness, productivity, and efficiency;
• Increase the safety and security of the transportation system for motorized and nonmotorized users;
• Increase the accessibility and mobility options available to people and for freight;
• Protect and enhance the environment, promote energy conservation, and improve quality of life;
• Enhance the integration and connectivity of the transportation system, across and between modes, for people and freight;
• Promote efficient system management and operation; and
• Emphasize the preservation of the existing transportation system.
